Comrade,
In LGO examination Surplus qualified candidates are declared.
But the same is not the case in GDS to PA examination.
In case, there is no vacancy in a particular, the GDS of that Division are not allowed to write the exam in that particular year.
Surplus concept may be introduced in GDS to PA exams also
