All departmental Examinations notification shoud contain vacancy position

Many notification for Departmental Examinations are issued without Vacancy position.

They invariably say "Vacancy position will be intimated separately"

Is this correct?

Applicant can decide whether to write a exam or not, based on the vacancy position.
