I agreed and tender my full support to this noval idea..

This will be in line of de-centerlization of powers to a view of self rule as in our PANCHAYATI RAJ.

If village administration/development (Partly)  be managed effectively through panchayat then why not this type of staff welfare scheme.  A committee comprising representative of all the divisional unions should be constituted to recommend list of such transfer & this should be mandatory for administration except in exceptional circumstances which should also be cleared later in the state of difference.  This will also lower staff dissatisfaction & tension over our divisional administrators.

Respected G S,

 With reference to Bg.East Dn. letter dated 17th March,2011 regarding cluster delivery in respect of Project Arrow offices and Departmental Buildings of HAL 2nd stage HO, Indiranagar MDG and New Thippasandra PO to Jeevan Bheema Nagar New Building which is constructed for 'C' class office and CPMG quarters. Please take up the case with Directorate.

As per recent infomation 8 OC, 5 Sc and ST was alloted to circle out of 7 OC,21 SCand 3 ST but it is not clear form the letter wat about other 16 SC candidate who are declared surplus SC canditate as per revised result declared 4 each vaccanices of SC IP Candidates are avialable with Bihar, UP and Gujrat Circle and one at Rajsthan circle. May the  left surplus SC candidates be adjusted against these posts. Association may take the matter with directorate and get the work done

 Smiley  (1)  A woman Government servant having minor children below the age of eighteen years and who has no earned leave at her credit, may be granted child care leave by an authority competent to grant leave, for a maximum period of two years, i.e.730 days during the entire service for taking care of up to two children whether for rearing or to look after any of their needs like examination, sickness, etc.

(2) During the period of child care leave, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave.

(3) Child care leave may be combined with leave of any other kind.

(4) Notwithstanding the requirement of production of medical certificate contained in sub-rule (1) of rule 30 or sub-rule (1) of rule 31, leave of the kind due and admissible (including commuted leave not exceeding 60 days and leave not due) up to a maximum of one year, if applied for, be granted in continuation with child care leave granted under sub-rule (1).

(5) Child care leave may be availed of in more than one spell.

(6) Child care leave shall not be debited against the leave account.”


 (7)                                                It has now been decided in consultation with Department of Expenditure,  to delete the condition that CCL can be availed only if the employee concerned has no Earned Leave at her credit, subject to the following conditions:-
(i) CCL may not be granted in more than 3 spells in a calendar year.
(ii) CCL may not be granted for less than 15 days.
(iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

(Cool It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

This issue has already been taken up the CHQ. The surplus 2007 candidates are yet to be deputed for training.

As per revised result of IP exam 2007 declared on 16.07.2010, 07 OC, 21 SC and 3 ST candidate was declared surplus for posting in others circles but till date no orders form directorate for allocation of these candidates has been issued. Even candidate of IP exam 2009 was deputed to PTC sharanpur for induction training.Is the directorate is not playing with career of all these candidate as other candidate of IP 2007 exam was already posted in 2008

We are busy in taking up the cases mentioned in the
proforma furnished in the AIC.
